Zilpha Lee was the matriarch of the Lee Family, a Romani criminal family from Birmingham, England. In 1919, she arranged a peace treaty with Tommy Shelby's Peaky Blinders gang on the terms that the Blinders betray the Birmingham Boys and that Tommy give his brother John Shelby as husband to Zilpha's daughter Esme.
