The Yokohama Liumang was a Chinese triad crime syndicate based in the Isezakicho district of Yokohama, Japan. Liumang means "refugees" or "ruffians" in Chinese, and the Liumang was formed by the poorer residents of Yokohama's Chinatown who had been pushed out and forced to relocate to the less-touristy Restaurant Row. There, they formed a self-defense group that organized as the Liumang. During the 1950s, the Liumang developed a rivalry with the Seiryu-kai yakuza clan, but LDP city councillor Yutaka Ogikubo brokered a peace between the two gangs, making them partners in a money counterfeiting operation. The Liumang imported paper from China so that the Seiryu-kai could produce the bills using secret government techniques shared by Ogikubo; the three parties split the revenue and maintained peace in Yokohama at a time when Tokyo experienced decades of gang warfare. During the 2000s, the Korean Geomijul became partners in the scheme, producing counterfeit yen. The three gangs outwardly appeared to be rivals, but they secretly worked together in the interest of keeping the peace in Yokohama. The Liumang battled the rival Snake Flower Triad until the 1990s, when they agreed to stick to their respective Chinese neighborhoods of the city.
By 2019, the Liumang was run by second and third-generation Chinese descendants who, while still holding Chinese citizenship, were often unable to speak Chinese and were illiterate. In 2019, the ambitious Akira Mabuchi secretly allied with the Omi Alliance and its Bleach Japan front group to provoke a war in Isezakicho that would allow for the Liumang to seize total control. Mabuchi had soapland owner Isao Nonomiya murdered, dragging his associate Ichiban Kasuga and his friends into investigating the murder and confronting Mabuchi. Mabuchi captured them and made a video which, when doctored, appeared to show Kasuga confessing to being a Seiryu-kai spy who had blown up the Liumang's warehouse and attempted to start a war. The Liumang went on to murder two Seiryu-kai yakuza, and only Kasuga's intervention prevented the Seiryu Clan from retaliating. Instead, Kasuga persuaded Liumang leader Tianyou Zhao that Mabuchi had planned to usurp power with the help of the Omi Alliance and an arranged war, and Mabuchi was ultimately defeated and exiled. After Zhao decided to step down as Liumang leader to join Kasuga's fight against the Omi Alliance and Bleach Japan, the Liumang merged into Seonhee's Geomijul.
