Xavier Rouco (1976-) was a Pavano crime family associate and a member of the Carjack Crew. In 2013, the Pavano family had him whack his boss Speedy Jack, and Rouco took over his crew.
Biography[]
Xavier Rouco was born in Bushwick, Brooklyn, New York City in 1976 to a family of Dominican descent. Rouco murdered his first man when he was fourteen years old; he killed a man who was threatening his older brother over a drug deal. Rouco became an initiated member of the ND3 gang, and he was involved in various auto thefts. In 2008, Mafia soldier Speedy Jack decided to recruit Rouco into his "Carjack Crew" due to his carjacking skills. Rouco was involved in around ten murders and over 100 carjackings, making him a top earner for the crew. In 2013, the Pavano crime family had Rouco and Tario Carr whack Speedy Jack in a Flatlands parking lot to save their own lives, and Rouco was allowed to take over the Carjack Crew, although he was not allowed to become a made man in the Pavano family due to his lack of Italian blood.
