William Winter Payne

William Winter Payne (2 January 1807-2 September 1874) was a member of the US House of Representatives (D-AL) from 4 March 1841 to 3 March 1843 and from AL-4 from 4 March 1843 to 3 March 1847 (succeeding Dixon Hall Lewis and preceding Samuel Williams Inge. Born in Warrenton, Virginia, he settled in Franklin County, Alabama in 1825, served in the state house in 1831, moved to Sumter County and served in the state house from 1836 to 1839, and served in Congress before returning to Warrenton and dying there in 1874.
