Will Baxter (1988-2013) was an American mercenary under contract with the ICA. Baxter joined the US Army at the age of 22, eventually being honorably discharged after one tour of duty. Desperate for more action, Baxter became a mercenary for hire. Eventually, the ICA contacted him and he joined the organization. One of his missions was to eliminate Agent 47 in Hope, South Dakota, where he was shot in the head alongside his superior, Jennifer Anne Paxton, and his partner, Douglas Shaffer.
