Volney Howard

Volney Howard (22 October 1809-14 May 1889) was a member of the US House of Representatives (D-TX 2) from 4 March 1849 to 3 March 1853, succeeding Timothy Pilsbury and preceding Peter Hansborough Bell. Born in Norridgewock, Maine, he practiced law in Brandon, Mississippi before serving in the state house in 1836 and as a newspaper publisher in Vicksburg. He moved to New Orleans in 1840 and to San Antonio in 1844, and he served in Congress before serving as a land commissioner in California and settling in San Francisco and Sacramento. As adjutant general, he made enemies with the state's vigilantes. He served as Los Angeles district attorney from 1861 to 1870 and as a Los Angeles superior court judge from 1879, and he died in 1889.
