
Universal Petroleum was a Texas-based large petrochemical company that had its overseas base of operations in Maracaibo, Venezuela. They were known to employ Tactical Solutions, Inc. (TSI) mercenaries to guard their interests during the Venezuelan Civil War.

Universal Petroleum was founded in Texas by oil-drillers from the United States, dealing in petrochemicals. Universal Petroleum had exclusive rights to drill oil in Venezuela, and gave the government a small fee in return; their business went unhindered for many years. They maintained several guarded compounds in Maracaibo, and signed a treaty with Tactical Solutions, Inc. to protect their interests. In 2010, President Ramon Solano of Venezuela announced his plans to nationalize all oil industries, as the Venezuelan people paid for foreign oil interests every day. CEO Lorraine Rubin met with Solano's representative "Blanco", hoping to keep her business.
