Toshikazu Kizuka was born in Osaka, Japan in 1946, and he became the leader of a biker gang before opening Club Jupiter in Dotonbori and hiring Saki Hatsumi as his star hostess. Hatsumi greatly respected Kizuka, who was a dependable friend and a kind boss, but Kizuka was later recruited into Takeji Tsukiyama's "Five Stars" syndicate during the mid-1980s and was tasked with overseeing the Five Stars' dirty work, such as extortion. In January 1989, his club became rivals with Goro Majima's Club Sunshine, and he sent three henchmen to beat up Club Sunshine's manager Kunio Youda as a warning to the club.

However, Majima avenged Youda's beating by defeating Kizuka in a cabaret club battle, despite losing the first one. Kizuka was angered by his defeat, and he decided to challenge Majima to a man-on-man fight to settle their score. However, Majima defeated Kizuka in this fight as well, and a repentant Kizuka apologized to Youda for beating him up and to Saki for his change in character, and he persuaded Majima to hire Saki at his club and help her dreams come true. He then resolved to go on the run and shut down his club, knowing that Tsukiyama would order his death; shortly after, Tsukiyama had his personal secretary Kotomi Asakura dispatch hitmen to kill Kizuka, who subsequently disappeared.
