Toru Hashiki was born in Tokyo, and he worked as a scientist at the Advanced Drug Development Center (ADDC) before rising to be its vice director. In 2015, he was hired by wealthy land developer Shigeru Kajihira to sabotage the ADDC by selling its projects to rival companies, thus hastening the ADDC's decline so that Kajihira could redevelop its land. However, Ryusuke Kido's announcement of AD-9 led to the center's fortunes recovering, and the drug's inventor Yoji Shono sent the the bent cop Mitsuru Kuroiwa to murder Hashiki and prevent him from discovering the damning truth about AD-9, which could still shutter the hospital. Hashiki was lured by Shono to the Queen Rouge cabaret club in Kabukicho, where he was severely beaten in a drunken brawl with Kuroiwa, whose identity was concealed by his raincoat. Hashiki died three weeks later in the hospital, and his death was framed as a drunken street brawl rather than a premeditated murder; it also went unreported in the news due to how long it took for him to succumb.
