The Tokyo Omi Alliance was a Japanese yakuza crime syndicate that formed in 2019 as a successor to the disbanded Omi Alliance following the "Great Dissolution." Consisting of the loyal Omi remnants who had established themselves in Tokyo amid the Kabukicho 3K Plan of 2017-2019, the alliance was led by Arakawa-gumi patriarch Jo Sawashiro and was controlled by Tokyo governor Ryo Aoki. The Tokyo Omi Alliance immediately experienced discord as Sawashiro and Reiji Ishioda blamed each other for the murder of Omi captain Masumi Arakawa, and, after Sawashiro's arrest in Yokohama, Ishioda briefly took control of the alliance before being assassinated by the ambitious Yosuke Tendo. Tendo would be arrested after Ichiban Kasuga and his friends stormed the Millennium Tower, beat down much of Tendo's crew, and left them to be arrested by the Tokyo Metropolitan Police Department. A video showing Aoki ordering a man impersonating Tendo to carry out executions of his opponents would be leaked to the internet by Kasuga's friends, shattering Governor Aoki's reputation, incriminating Tendo and Aoki in conspiracy to murder, and ultimately resulting in Aoki's murder by a disillusioned follower, Sota Kume. The Tokyo Omi Alliance was effectively destroyed by the arrests or death of its leadership, and many of its members would go on to become hangure (semi-organized) street criminals.
