Timothy J. "Kayo" Dugan (1908-1954) was a Hoboken, New Jersey longshoreman. In 1954, he was murdered by union boss Michael J. Skelly after he decided to testify against Skelly before the Waterfront Crime Commission.

Timothy J. Dugan was born in Hoboken, New Jersey in 1908 to a family of Irish descent, and he worked as a longshoreman on the Hoboken waterfront for his entire life. Dugan was used to the "D and D" drill ("deaf and dumb"), in which the longshoremen did not cooperate with authorities, and did not question their union's illegal activities. In 1954, however, Father Barry convinced Dugan to testify against corrupt union boss Michael J. Skelly, with Barry promising to fight to the end alongside Dugan. Dugan gave a damning testimony to the police, but the testimony was later retrieved by Skelly, who ordered Dugan's death. He was crushed by a load of whiskey in a staged accident aboard a ship at the waterfront, with Big Mac telling Father Barry that it was an accident.
