The Three Kings Hotel raid occurred in 2010 when the American Central Intelligence Agency (CIA) assassinated three foreign advisors working with Panau's Reapers, Roaches, and Ular Boys criminal organizations amid the Panauan Civil War.
After Panau's criminal factions rebelled against the dictator Pandak Panay in 2010, Japanese neoconservative industrialists sent the disgraced JSDF general Masayo Washio to aid the Ular Boys in seizing control of the oil-rich country, while China sent its retired intelligence chief Zhang Sun to aid the Maoist Reapers and the Russian mobster Alexander Mirkov was sent to aid the Roaches gang. The CIA case officer in Panau, Tom Sheldon, became aware of the involvement of these foreign powers from agent Jade Tan, and he dispatched Rico Rodriguez to assassinate them after tracking them down to the Three Kings Hotel in the Senjakala Islands.
Rodriguez was choppered to the hotel by Sheldon, and he first confronted Zhang Sun. Sun, protected by Ministry of State Security (MSS) agents, was the first to be killed, dying after a brief shootout. Sheldon then gave Rodriguez a lift to Mirkov's skyscraper, where Mirkov ordered that a helicopter drop off a tank for him to use. Sheldon used his helicopter to distract Mirkov as Rodriguez wounded him, and Sheldon proceeded to crash his helicopter into Mirkov's tank, jumping from it moments before it killed Mirkov in the ensuing explosion. Washio, expecting an attack, manned his skyscraper with Japanese agents, but Rodriguez fought his way through them before confronting Washio on the roof. Washio attempted to use satellite-guided missiles against Rodriguez, but Rodriguez outran them and was able to mortally wound Washio. Washio hinted at America being unaware of the true purpose of the foreign powers' involvement before Rodriguez shot the cables holding the skylight above the wounded Washio, causing it to fall down on the colonel and kill him.
