The Commission is the governing body of the American Mafia, founded by Lucky Luciano in 1931. Six families held seats, namely the Five Families of New York City and the Chicago Outfit, while 15 other families were represented by other families. The Commission had the power to confirm new bosses, to enforce the rules of the Mafia (omerta), and to act against those who broke the rules; before the 1940s, Murder, Inc. was used to assassinate those who opposed the Commission. The last known meeting was held in 1985, and it has not met since the decline of the Mafia.
