Southeast Washington is the southeast quadrant of Washington DC. It includes Capitol Hill and the Washington Navy Yard, and the heavily African-American quadrant was plagued by a high crime rate; in 2003, bus drivers were instructed to wear safety goggles due to the frequency of rock attacks on buses.
