Siegfried Stoltz was a German pilot and Imperial German Air Force veteran. In 1929, he and navigator Robert Sauer were assigned to help Berlin Police officers Gereon Rath and Reinhold Gräf with taking surveillance photographs of the Lipetsk fighter-pilot school in Soviet Russia.
