The Federal Republic of Yugoslavia, known as Serbia and Montenegro after 2003, was a Balkan country that existed from 28 April 1992 to 3 June 2006, with Belgrade serving as its capital. The state aspired to be the sole legal successor to Yugoslavia, but the United Nations denied its request to take up Yugoslavia's membership. From 1992 to 2000, the country was dominated by Slobodan Milosevic, who served as President of Serbia from 1989 to 1997 and as President of Yugoslavia from 1997 to 2000. However, Montenegro opposed his Serb nationalist policies, leading to a 1996 regime change under Milo Dukanovic. From 1996 to 2006, Serbia and Montenegro were only nominally one country, with Montenegro becoming isolated from Serbia. The loose union was only united in military terms, but the two countries had separate currencies and separate economic policies. In 2006, 55.5% of Montenegrins voted for independence from FR Yugoslavia, and the union dissolved on 3 June 2006.
