Satoshi Hisai

Satoshi Hisai (died 10 March 2010) was chief of the Community Safety Division within the Tokyo Metropolitan Police Department's Kabukicho precinct.

Biography[]

Satoshi Hisai was born in Tokyo, Japan, and he became a policeman with the Tokyo Metropolitan Police Department, serving in the Kabukicho precinct's Community Safety Division. He was known to be a kind man, but he fell under the control of the corrupt Deputy Commissioner Seishiro Munakata and was forced to become his private assassin. He eventually risked his career in bringing the late Taigi Tanimura's son Masayoshi Tanimura into Community Safety, overseeing his rise through the ranks and mostly ignoring Tanimura's gambling habit. In March 2010, Tanimura asked Hisai with help in investigating the Ueno Seiwa hit, as his father had been murdered while investigating it. Hisai took Tanimura to the secret Archive Room 13, where Tanimura learned that Junji Sugiuchi had been his father's partner at the time of his murder in 1985. Munakata later ordered Hisai to assassinate Sugiuchi and Tanimura to prevent his corruption from coming to light. Hisai shot Sugiuchi with a sniper rifle, but he spared Tanimura and falsely reported his death. He then headed to Homeland in Little Asia to tie up Tanimura's friends Zhao and Mei Hua, only to feel deep guilt over his loyalty to Munakata. He then called Munakata and said that both of Tanimura's friends would be dealt with, only to shoot himself instead.
