Biography[]
Ryuzo Tamiya was born in Japan, and he worked as a police officer in the National Police Agency's Foreign Affairs Division before retiring in order to enter politics with the LDP. He was elected to the House of Representatives on a platform of patriotism, and he was appointed Minister of Defense in 2007. In 2009, he promoted the expansion of American military bases on Okinawa and aimed to introduce a ballistic missile defense system to the island; this was secretly done in concert with the CIA in order to lure out the members of an arms trafficking ring known as "Black Monday", led by rogue CIA Agent Andre Richardson. However, Tamiya secretly contacted Kazuma Kiryu of the Tojo-kai yakuza clan for help with rescuing his secretary Shoyo Toma from the CIA, as the CIA planned to kill Toma to ensure that nobody apart from Tamiya knew of the fictitious military base expansion scheme; in exchange, Tamiya told Kiryu about the Ministry of Defense and CIA's plans.
