Robert Sauer was a German plane navigator. In 1929, he and pilot Siegfried Stoltz were assigned to help Berlin Police officers Gereon Rath and Reinhold Gräf with taking surveillance photographs of the Lipetsk fighter-pilot school in Soviet Russia.
