Robert Harris (5 September 1768-3 September 1851) was a member of the US House of Representatives (D-PA 6) from 4 March 1823 to 3 March 1827, preceding Innis Green. Born in Harrisburg, he served in the War of 1812 and as an engineer before serving in Congress.
