Robert Heiner Garff (15 September 1942-29 March 2020) was a Republican member of the Utah House of Representatives from 1978 to 1987 and its speaker from 1985 to 1987.

Robert Heiner Garff was born in Salt Lake City, Utah on 15 September 1942, the son of an car dealership executive. He served as chair of the Ken Garff Automotive Group before entering politics as a Republican, serving in the Utah House of Representatives from 1978 to 1987. From 1987 to 1990, he served as Bishop of the LDS Church's Coventry mission in England, and he became an area seventy in 2003 and served as President of the Bountiful Utah Temple from 2012 to 2015. He died in 2020 at the age of 77 from coronavirus.
