Richard Spencer (29 October 1796-3 September 1868) was a member of the US House of Representatives (D-MD 7) from 4 March 1829 to 3 March 1831, interrupting John Leeds Kerr's terms. Born in Talbot County, he farmed in St. Michaels before serving in the state house from 1823 to 1825, as a newspaper publisher, in Congress, in the House of Delegates from 1833 to 1834, and as a planter in Georgia and Alabama.
