
Richard Skinner (30 May 1778-23 May 1833) was a member of the US House of Representatives (DR-VT) from 4 March 1813 to 3 March 1815 (preceding Charles Marsh) and Governor of Vermont from 23 October 1820 to 10 October 1823 (succeeding Jonas Galusha and preceding Cornelius P. Van Ness).
Biography[]
Richard Skinner was born in Litchfield, Connecticut in 1778, and he became a lawyer in Manchester, Vermont in 1800. He served as state's attorney for Bennington County from 1801 to 1813, as Probate Judge for the Manchester District from 1805 to 1813, in the US House of Representatives from 1813 to 1815, as a Judge on the Vermont Supreme Court from 1815 to 1816, in the State House in 1815 and 1818, as Governor from 1820 to 1823, and as Chief Justice of the Vermont Supreme Court from 1823 to 1828. He died in 1833.
