Richard McDonough Porter was a general of the US Army during the American Civil War and the Reconstruction. Porter led a 15,000-strong army in Raleigh, North Carolina during the 1860s and 1870s, enforcing federal rule in the state and ensuring that all African-Americans were emancipated.
