Rafi Abd al-Latif Tilfah () was the Director of General Security of Ba'athist Iraq under Saddam Hussein.

Biography[]

Rafi Abd al-Latif Tilfah was appointed to the Directorate of General Security of Ba'athist Iraq, and he served under Saddam Hussein, enforcing his rule against his political rivals; he was implicated in human rights abuses and several extrajudicial murders. Tilfah was one of the Iraqi politicians sought by the United States at the start of the Iraq War in 2003, but he was able to evade arrest by the Coalition, and he was one of the highest-ranking Iraqi Ba'ath Party officials to remain at large.
