Rachel Posner (23 February 1990-18 January 2016) was a former prostitute who was involved in some of Congressman Frank Underwood's intrigues, having a relationship with his Chief-of-Staff Doug Stamper before Stamper murdered her.

Rachel Posner was born on 23 February 1990 in Lynchburg, Virginia, and she was abused by her father as a child. In sophomore year, she dropped out of Lorimer High School and was arrested for loitering at the District Grand Hotel in April 2012. Stamper became a prostitute, and in January 2013 congressman Peter Russo hired her for her services. However, they got into a car crash when the drunk Russo was behind the wheel, and the two were arrested; congressman Frank Underwood pulled some strings to have them released, and Underwood's Chief-of-Staff Doug Stamper paid her $10,000 to keep quiet about Russo and some extra for some sex. Later, Doug decided to reinvent Rachel's life, and Underwood's secretary Nancy Kaufberger took Posner in while he got her a job as a waitress. However, in exchange for this she was hired to seduce Russo one last time, and she got him drunk so that he performed poorly on a radio interview, ruining his chances at becoming Governor of Pennsylvania.
Later, she was moved out of the Washington DC area by Stamper and monitored, although she eventually began a relationship with another woman, Lisa Williams. Doug forced the two to break up, with Rachel agreeing to protect Lisa from harm. Doug drove Rachel into the woods in his car without saying anything, so she tried to flee; she hit him in the head with a rock and tried to flee in his car. She fled to New Mexico and went by the name of "Cassie Lockhart", reinventing herself. However, Doug eventually tracked her down and kidnapped her after a shift. Initially thinking about letting her go, he instead hit her with his van and buried her.
