Quinrun Theng was a Panauan politician. Widely known to be incorruptible, he was nicknamed the "Man of Steel." After he refused to accept bribes from the communist Reapers amid the Panauan Civil War of 2010, Theng was kidnapped by the mercenary Rico Rodriguez, who hijacked his limousine and drove it to a Reaper safehouse, where Theng was coerced into doing Bolo Santosi's bidding.
