Qu Pan was a Han Chinese nobleman who served as administrator of Jiuzhen Commandery (in present-day Thanh Hoa Province, northern Vietnam) during the late 2nd century AD. In 190 AD, he went to war with Shi Xie of Hepu Commandery.
