Philip Noel

Philip William Noel (6 June 1931-) was the Democratic Governor of Rhode Island from 2 January 1973 to 4 January 1977, succeeding Frank Licht and preceding J. Joseph Garrahy.

Biography[]

Philip William Noel was born in Warwick, Rhode Island in 1931, and he practiced law in Warwick and Providence before being elected to city council in 1960 and serving as Mayor of Warwick from 1967 to 1973. Noel went on to serve as Governor of Rhode Island from 1973 to 1977, after which he became a real estate businessman.
