The People's Liberation Army is the military of the People's Republic of China, founded on 1 August 1927 in the Nanchang Uprising during the Chinese Civil War. The PLA, initially led by Mao Zedong, Zhu De, Peng Dehuai, Lin Biao, and other fine generals, won the Chinese Civil War against the Republic of China in 1949, and they developed into a large and powerful military. Initially armed and trained by the Soviet Union, the PLA became self-sufficient and came up with its own weaponry, which used both actual weapons in addition to cyberwarfare, a weapon that the PLA excelled at. In 2012, the PLA had 2,285,000 active personnel and 510,000 reserve personnel, and it spent $147,000,000,000 a year on the military, only second to the United States' military expenditure per year. Due to the large number of volunteers for the PLA, the mandatory military service laws have never been enforced, and the PLA has five theaters and 20 military districts, making it one of the strongest militaries in the world.
