The People's Democratic Republic of Ethiopia (PDRE) was a Marxist-Leninist one-party state which existed in Ethiopia from 1987 to 1991, with Addis Ababa serving as its capital. It was established following the adoption of a new constitution in a national referendum, replacing the Derg military junta. The Workers' Party of Ethiopia was founded as the ruling party of the communist PDRE, and WPE leader Mengistu Haile Mariam continued to rule over Ethiopia as its socialist dictator. The aftermath of the 1983-1985 famine, reliance on foreign aid, and the decline of world communism led to the PDRE becoming increasingly desperate, especially after the USSR cut off aid in 1990. In May 1991, Mengistu fled into exile, and the Ethiopian Civil War was brought to an end when EPRDF forces entered Addis Ababa on 28 May 1991 and founded a transitional government.
