Paul "Puppy" Simmons (1932-1968) was a New Orleans racketeer affiliated with the Marcano crime family and the Black Mob during the 1960s. He was in charge of the Di Napoli Waste Removal racket, and, in 1968, Lincoln Clay persuaded him to change allegiance to him.

Paul Simmons was born in New Orleans, Louisiana in 1932, and he took over the Marcano crime family's garbage racket at the Di Napoli Waste Removal plant in Barclay Mills. In 1968, his secretary Maria Bava overheard him talking to his "disposal" men about taking care of bodies, and Bava told Marcano family enemy Lincoln Clay about Simmons' operations. Clay blew up Simmons' dump, interrogated his extortionists, and killed his "cleaners", and he confronted Simmons at the dump after taking down his rackets. Clay held Simmons at knifepoint and forced him to work for him instead, weakening Enzo Conti's racket.
