Papa Panay (2 October 1951-8 March 2002) was the President of Panau from 1985 to 8 March 2002, preceding Pandak Panay. He was installed as the dictator of Panau in a CIA-backed coup, and he ruled over the country for several decades before he was assassinated in a car bombing in 2002.

Papa Panay was born on 2 October 1951, and he was a successful oil and gas businessman in Panau for many years. Panay entered politics as a conservative politician, which led to the United States' CIA installing him as President of Panau in a 1985 coup d'etat against the leftist government. Panay's dictatorship rewarded its generals for massacring the populations of whole villages during the repression against communists and other opponents of the government, and the government succeeded in crushing opposition to its rule. However, Panay was respected by the international community, as he ruled over a prosperous country that was a popular tourist destination. Panay's rule came to an end on 8 March 2002 when his car exploded; the government stated that it was a car crash, while it was believed to have actually been a car bombing by his own son, Pandak Panay, who militarized the country and planned to exert its strength through warfare.
