
Oscar Noe "El Panu" Medina Gonzalez (11 May 1983–) was a lieutenant in the Mexican Sinaloa Cartel. He was a powerful operator and hitman for Ivan Archivaldo Guzman, the son of former Cartel boss Joaquin Guzman Loera.

Oscar Noe Medina Gonzalez was born on 11 May 1983 in the Mexican state of Sinaloa. In his early adulthood, he joined the Los Chapitos armed wing of the Sinaloa drug trafficking Cartel, and became extremely close with Ivan Archivaldo Guzman, son of Cartel boss Joaquin "El Chapo" Guzman. Eventually, after years of working for Ivan, Medina became his right-hand man and the coordinator of all Los Chapitos lieutenants and hitmen, supervising drug trafficking, the execution of rival cartel members and the dismantling of uncooperative businesses. On 4 April 2023, Medina was added to the Drug Enforcement Administration's most wanted fugitives list along with Ivan Archivaldo Guzman after being accused of fentanyl trafficking, weapons possession and money laundering. The DEA offered up to US$4 million as a reward for information leading to his capture.
