Ortega Cartel enforcers in 1984
The Ortega Cartel was a Colombian drug cartel that was based in the Bahamas during the 1980s. The cartel was involved with smuggling drugs in the Caribbean, and it made Norman's Cay its base. The Ortega Cartel went to war with The Sandman in 1984, attacking his cocaine plantation on Lobster Cay and taking over his processing labs on Tranquilandia before Tony Montana assisted The Sandman in counterattacking against them. The cartel still remained strong, however, as its enforcers preyed upon travellers along the main roads, and it engaged in drug trafficking, kidnapping, and other crimes.
