Operation Watchman was a covert American military operation in Bolivia that involved the assassination of a CIA traitor and the deletion of technological secrets shared with Bolivia's La Unidad military police force.

In 2019, a rogue CIA officer, Tom Grajales, attempted to sell Skell Technology information to the Santa Blanca Cartel, only to be captured by La Unidad and held prisoner at FOB Vibora. Ghost Recon commander Scott Mitchell was dispatched by his lonesome to infiltrate the base, eliminate Grajales, and erase all traces of the military technology from La Unidad's database. Ghost Recon squad leader Major Anthony Perryman was ordered by CIA agent Karen Bowman to take his team to La Cruz Province to help Mitchell, with Bowman saying that the mission was of utmost importance. Mitchell ordered that Perryman meet him in the base's communications center while giving him strict instructions to not be detected and not leave any bodies during his nighttime infiltration. Perryman and his team found an opening in the fort's perimeter fence before dashing into the communications center, where Mitchell had already killed the defector. Mitchell had Perryman and his men set up defensive positions as he began to hack Unidad's computer and bleach its hard drive, a move that would surely attract Unidad attention.

As soon as the hack began, Unidad soldiers responded to the intrusion, and Mitchell ordered Perryman's team to "turn on the lead faucet." For several minutes, the outnumbered Ghosts fought off over 100 Unidad soldiers who attempted to storm the building. They were nearly overwhelmed before Mitchell finished his hack, upon which the team fled back into the woods and towards the breached perimeter fence. Staying prone to evade the Unidad helicopters circling the base, they were able to escape to La Cruz Alpha, where the Ghosts parted ways as Fisher redeployed to recover missing nuclear devices.
