Operation Oracle was a covert United States military operation that occurred in Bolivia's Inca Camina province in 2019. Ghost Recon special forces operatives were dispatched to rescue the Skell Tech engineer Daniel Rodriguez Arellano from an Unidad base hidden in a railway tunnel, and they did so with the help of Major Cole D. Walker, a rogue Ghost who initially intended to assassinate Arellano for selling Skell Tech secrets to the Bolivian Army (which had caused the deaths of two of his men in a drone attack). Ultimately, Rodriguez was intimidated by Unidad into setting a trap for his CIA handler Karen Bowman, and the Ghosts, persuaded to investigate the suspicious Rodriguez by Walker, were able to kill Rodriguez and rescue Bowman from Unidad.

During Operation Kingslayer, the United States' CIA persuaded the US-Bolivian dual citizen and Skell Tech engineer Daniel Rodriguez Arellano to go undercover as a defector to the Bolivian Army's Unidad special forces unit, selling them Skell Tech industrial secrets while serving as the CIA's mole in their unit. After Rodriguez was compromised and his family threatened, his handler, Agent Karen Bowman, crafted an operation to rescue him from Unidad. She dispatched Major Anthony Perryman and his Kingslayer Team to rescue Rodriguez, supposedly because he had "wandered a little too far from home" before Unidad captured him. The Ghost Recon squad was told to pick up a package at Montuyoc Charlie, which they found to be a keycard used to access the Unidad facility where Rodriguez was being held. Afterwards, they choppered to Inca Camina to enter the railway tunnel that led to the secret Unidad facility.

At the same time, Major Cole D. Walker and his highly-secretive Retaliation Team, deployed to Bolivia to "terrorize terrorists," were ambushed by Skell Tech advanced surveillance drones, resulting in the deaths of Sergeant Major Jeffery K. Griffin and Master Sergeant Alejandro J. Sanchez. Walker learned that Rodriguez was the one who had designed the drone, which Unidad had weaponized. Going rogue, Walker single-handedly stormed the Unidad base and killed several guards before reaching Rodriguez, tying him to a chair, and attempting to beat information out of him. The Kingslayer Team, facing no opposition, made their way through the base and eventually came across Walker interrogating Rodriguez. Walker revealed that Bowman did not know he was there, while Perryman shared that it was his mission to rescue Rodriguez. Walker then told Perryman that the CIA knew exactly what Rodriguez had been doing, and that Bowman still protected him even after his militarized drone killed two American soldiers. Ultimately, the two men were forced to put aside their differences as Unidad reinforcements began to arrive, and they agreed to escort Rodriguez out of the base.

The Americans shot their way out of the subterranean base, engaging dozens of Unidad soldiers as they went. Walker volunteered to stay behind as the Kingslayer Team made off with Rodriguez, who was dropped off at Inca Chaca village. Having become suspicious of Rodriguez due to Walker's warnings, Perryman sent up a drone to spy on Rodriguez as he made two phone calls; the first revealed that Unidad had compromised him and was threatening his family, and the second set up a meeting with Bowman. Walker then set up a meeting with Perryman at an airfield where he showed him the bodies of his fallen teammates and revealed the consequences of Rodriguez's betrayal. Concerned for Bowman's safety because of Unidad's hold over Rodriguez, Perryman and Walker went to a meeting between Bowman and Daniel at a rural farm, only to find that Unidad had captured Bowman and detained their informant. The Ghosts proceeded to raid the farmhouse where Rodriguez was being interrogated, stealthily taking out his Unidad guards before confronting him. Rodriguez revealed that he had sold out Bowman to Unidad to protect his family, as Unidad had taken his passports to prevent him from leaving the country with his family; he also revealed that Bowman had been taken to MOB Jaguar in Flor de Oro. Perryman let Walker execute Rodriguez before they set out to rescue Bowman from Unidad captivity.

The Ghosts tracked Bowman down to MOB Jaguar, and Walker investigated the main base while Perryman searched a nearby train yard for information. Perryman apprehended the Unidad captain Hipolito Atauri, who revealed that Bowman was being held in a subterranean facility under the base. Perryman and his team proceeded to access the facility through a service entrance and find Bowman tied to a chair, upon which they extracted her and fled in a Unidad vehicle. Back at a Kataris 26 safehouse, Bowman revealed that Rodriguez was part of a long-running CIA operation and that she was his handler, but she claimed to have never known the full extent of the mission nor his betrayal. While Walker and Perryman had conflicting views on how to handle the situation, Perryman persuaded Walker to trust his judgment on Bowman, as she had never given him a reason to doubt her.
