Okinawa Penitentiary No. 2

Okinawa Penitentiary No. 2 was a privately-run, government-contracted prison located off Okinawa, Japan. The secret prison was the brainchild of MIA director Kyohei Jingu and TMPD deputy commissioner Seishiro Munakata, who sought to use the prison island to detain and even murder yakuza and other dangerous prisoners with no questions asked. The guards were notoriously corrupt and violent, beating prisoners to death in solitary confinement cells and listing their cause of death as "illness", while also regularly receiving bribes. Goh Hamazaki was imprisoned there in 2009, joined by Taiga Saejima in 2010, but the two men succeeded in escaping with a ledger detailing Munakata's use of illegally expropriated money to fund the prison and the Ueno Seiwa.
