Biography[]

Norio Tamura was born in 1947, and he joined the Gunma Prefectural Police in 1970. For 37 years, he was one of the chief investigators in yakuza-related crimes in the area. In a 2011 documentary, he noted that, since the passage of anti-yakuza laws in 1992, the police had the biggest success dealing on an individual business level, as there were 15 laws (sanctioning racketeering, loan sharking, and blackmail) preventing the yakuza from harassing local businesses. In addition, he credited the exodus of yakuza members to a law which enabled the police to arrest yakuza in order to prevent future crimes, even if the yakuza had yet to commit one.
