Norihisa Hirano (born 1943) was a Japanese yakuza hitman affiliated with the Kijin-kai subsidiary of the Osaka-based Omi Alliance during the 1980s. On 14 December 1988, he, as part of Ryobe Oishi's crew, participated in the kidnapping of Makoto Makimura from the Hogushi Kaikan massage parlor in Dotonbori. He was beaten down by Goro Majima before he could force Makimura into the kidnappers' getaway car.
