Neil Howie (1 June 1930 - 1 May 1973) was a Scottish police sergeant of the West Highland Police. In April 1973, Howie received an anonymous letter to investigate the disappearance of a young girl named Rowan Morrison from the Hebridean island of Summerisle. Upon reaching the island, Howie found the locals to be cultists and Paganists led by the island's namesake Lord Summerisle.

Howie was captured by the locals during the May Day celebrations and placed into a large wicker statue that was set on fire. Howie recited a prayer and cursed at the townspeople as they danced around the burning effigy and celebrated the sacrifice for the upcoming harvest.

Neil Howie was born in Scotland on June 1st 1930 to a family of devout Puritans. He became a police sergeant during his career as a law enforcement officer and was engaged sometime before 1973.
