Neighbor Phil (died 1968) was a New Orleans necrophiliac serial killer and rapist. He was welcomed into the Un Belle Jardin brothel as a VIP, and he engaged in kinky activities with Harry Robicheaux's prostitutes due to being a so called "nice guy" who more than likely has six bodies stuffed into his crawlspace. In 1968, Lincoln Clay killed "Neighbor Phil" and two other kinky VIPs at the brothel after a shootout with the Marcano crime family enforcers.
