The National Transitional Council (NTC) was the de facto government of Libya from 5 March 2011 to 8 August 2012, during and after the Libyan Civil War. The NTC was announced in Benghazi at the start of the civil war as protesters sought an opposition government to lead the resistance against Muammar Gaddafi and the Libyan Arab Jamahiriya government. Mahmoud Jibril was the head of its executive board, and he set up a roadmap for Libya's transition to constitutional democracy from a dictatorship. The NTC occupied Libya's seat in the United Nations instead of Gaddafi, and from 20 October 2011 to 8 August 2012 it served as the caretaker government of Libya before the General National Congress was established as the new government.
