The Mujahideen Shura Council in the Environs of Jerusalem is a Palestinian jihadist group that was founded in 2012. The MSCEJ had links to al-Qaeda, as its leader Hisham al-Saedni was also leader of the Tawhid al-Jihad al-Qaeda group in the Gaza Strip. In February 2014, the MSCEJ announced its support for the Islamic State of Iraq and Syria, leading to Hamas crackdowns. The group would serve as the Islamic State's Palestine branch, periodically carrying out attacks on Israel.

The group was an "umbrella group" to other sub-groups based in Gaza and Sinai.

One of this groups included Tawhid al-Jihad, responsible for the 2006 Dahab bombings

The group was designated as a terrorist organization from August 19, 2014 to March 2022, when U.S. State Department said that the group was inactive.
