Muhtar Bey () was a general of the Ottoman Empire. His first name meaning "village leader" and his surname meaning "governor", Muhtar Bey was the governor of Ottoman Montenegro from 1836. In 1841 he crushed a revolt by the Prince-Bishopric of Montenegro at the Battle of Cetinje, ending their hopes of forming Yugoslavia.
