Muhammad Ibrahim Bilal (1980-) was a member of the "Portland Seven" cell of al-Qaeda with his brother, Ahmed Bilal.

Muhammad Ibrahim Bilal was born in 1980 in Portland, Oregon, the older brother of Ahmed Bilal. The brothers both joined the "Portland Seven" cell of al-Qaeda within the United States, and they were arrested with the other cell members while firing guns at a rock quarry. The two of them attempted to travel to Afghanistan through China in October 2002, but their attempt failed due to lack of identification, and Bilal was arrested by the FBI. In 2003, he was sentenced to eight years in prison for attempting to join the Taliban.
