
Mitsuru Ishimatsu was a Japanese bureaucrat in the service of the Ministry of Health, Labour and Welfare during the early 21st century. He served as a go-between for Vice-Minister for Health Kaoru Ichinose and the yakuza gangster Kyohei Hamura, whom he hired to kidnap several Kyorei-kai yakuza for secret AD-9 tests.

Mitsuru Ishimatsu was born in Tokyo, Japan, and he came to work in the Ministry of Health, Labour and Welfare. There, he became an underling of the corrupt politician Kaoru Ichinose, the founder of Tokyo's Advanced Drug Development Center and later Vice-Minister for Health. In June 2018, with the Alzheimer's drug AD-9 in the works, Ichinose had Ishimatsu serve as his liaison with the Matsugane-gumi yakuza captain Kyohei Hamura and solicit his help with murdering ADDC vice-chair Toru Hashiki, who had been sabotaging the institution. After Hamura's hitman Mitsuru Kuroiwa killed Hashiki, Ishimatsu frequently approached Hamura for help with kidnapping test subjects for Yoji Shono's secret AD-9 tests. Hamura was initially incensed, but he agreed after deciding to use Kyorei-kai yakuza, seeing as they were not innocent people, and that the Kyorei Clan was mutual enemies with both the Matsugane and the ADDC.
In December 2018, Ishimatsu, who was working at the ADDC's Millennium Tower office, received a call from ADDC director Ryusuke Kido asking him to head to Shono's secret lab in Kabukicho. Unbeknownst to Ishimatsu, this was a ploy, as private detective Takayuki Yagami tailed him there and attempted to bust Shono's illegal testing operation, only for Ichinose to intervene and persuade the police not to search the crime scene. Ishimatsu later accompanied Ichinose to court when Ichinose was called to testify at Kazuya Ayabe's trial in January 2019, and, when the trial began to turn against Ichinose, Ichinose had Ishimatsu call a hit on Kuroiwa. Kuroiwa did so before Masaharu Kaito and two TMPD officers tackled him and prevented him from fleeing the building, and he was imprisoned for solicitation of murder.
