Michael Marshall (born 1963) is an American reporter for one of Rotterdam's leading tabloid newspapers. In 2000, he was contacted by Rutgert van Leuven, president of the Flaming Windmills motorcycle club, who claimed that he had photographic evidence of the mayor of Rotterdam at the time - Ivo Opstelten - engaging in sex with a prostitute, and expressed interest in selling it to him. Marshall traveled to the Flaming Windmills' compound in the Rotterdam Botlek district of Rotterdam. However, before he could retrieve the photographic, Agent 47 assassinated van Leuven, and took the photograph himself.
