Delmay was raised in Watts, Los Angeles County, California, where he became involved in drug trafficking during the 1960s. Delmay became an associate of Colonel Kojah, the second-in-command of the People's Army movement in Watts, and he agreed to join the People's Army in 1975 at Kojah's invitation, in exchange for Kojah partnering with Delmay in trafficking drugs. Delmay became the second-in-command of Kojah's Protection Squad paramilitary (modelled after the Nazi Party's SS), and he took over the Mafia's protection, prostitution, drug trafficking, and gambling rackets in Watts, causing the neighborhood to further deteriorate. After General Ahmed retaliated by destroying one of Delmay's drug shipments in the trunk of his car, Delmay persuaded Kojah to murder Ahmed, and they both kidnapped Ahmed from his house, drove him to a desert road, and shot him and left him for dead, with Delmay suggesting that Ahmed must have died either from the bullets or the fall.

However, Ahmed survived the attempt on his life and rallied his loyal faction within the People's Army to attack Kojah's mansion and bring an end to the schism within the People's Army. He confronted Kojah in his backyard and prepared to shoot him dead, only for Delmay to jump on Ahmed from the back and restrain him on the ground as Kojah prepared to cut his throat with a razor. Ahmed succeeded in kicking Kojah back and using his razor to cut Delmay's throat, leaving him to suffocate to death on his own blood as he attacked Kojah and ultimately killed him.
