Luther Billis was a US Navy "Seabee" who was stationed in New Caledonia during World War II. He was known to be a troublemaker, and he inadvertently aided in the success of a 1942 reconnaissance mission to the Solomon Islands when, having fallen from a plane, he drew the Japanese garrison's fire on his lifeboat as Lieutenant Joseph Cable and Emile de Becque infiltrated Marie-Louise island.
